Players must race against the swarm
Players would start on the first floor of a massive mage tower or necropolis where a dark ritual (and origin of the dark swarm) is being cast. Players must race against the swarm that is coming from the ground and making its way towards the top of the tower. Daring adventurers can go deeper in to the dungeon of the tower for extra loot. The tower floors will be filled with all sorts of arcane traps, undead, cultists, golems, really anything you could think to add to an evil wizard tower. There could be multiple stairs up however teams can sabotage the more convenient stairs and make them impassible to other teams if they want to.
In this map there are no Blue Portals out until the boss (a super evil Necromancer baddy, seasonal bosses, or bosses related to Warlock Pacts) is killed. When the boss is killed the dark swarm speeds up, but no longer immediately ends the game. One player must sacrifice themselves at the altar in order stop the swarm and summon a portal for everyone to escape. If there is a warlock alive at the apex of the tower, they may interact with the altar without having to sacrifice themselves. Get rewarded with a warlock pact cut-scene (multiple kinds of entities exist and the scene is maybe even playable) while they are dead and everyone is undoubtedly looting their bodies (with good and bad intentions).
Depending on the pact you unlock, certain perks and skills will also become available. For the first month after its inclusion, accounts can not make a Warlock character until they have sacrificed themselves in this map (Race to world first?), however after that time it will open up to everyone. When a Warlock completes the ritual they will unlock a new cut-scene with a different pact, and the subsequent skills and perks.
I think it also makes sense that we haven't been told negotiations are happening. There could be a demand within the negotiations, or a culture within the legal contexts of the cases, of not mentioning ongoing negotiations in order not to prejudice a possible trial. The thinking goes that if the Court knows the side it prima facie considers the strongest was considering settling the Court could as a consequence consider that side's case to be weaker than otherwise. There could also be reason to stay quiet in order to mitigate the risks of fans scrutinizing / messing with the negotiations.
